TO REQUEST A PERMIT:

By Email:  Please email the permit clerk at water-code@dalharttx.gov.  You should get a reply within 24 hours, usually within 3 hours during the workday.

ONLY LICENSED PLUMBERS AND ELECTRICIANS CAN DO WORK ON A PROPERTY THAT IS NOT YOUR HOMESTEAD.

IT IS ILLEGAL FOR ANYONE WITHOUT AN ELECTRICIAN’S OR PLUMBER’S LICENSE TO DO ELECTRICAL WORK OR PLUMBING ON A PROPERTY THAT IS NOT THEIR HOMESTEAD.

Contractors must be registered with the city of Dalhart.  Please email the clerk at water-code@dalharttx.gov if you wish to register your company.

For Building Permits:  Cost is $60 plus $0.08 a square foot.  Plans must be submitted to the Inspector either in person at City Hall or via email at water-code@dalharttx.gov.  Plans must be compliant with the 2015 International Building Codes.

For Electricians:  Cost of inspections are as follows: 

            New Residential:  $30 plus $1 per opening (First 10 are free)

            New Commercial:  $50 plus $1 per opening (cap 250 openings)

            Payment for inspections is due at the time a permit is issued.

For Plumbers: 

            New Residential:  $60.00 + $2.00 per fixture

            New Commercial:  $80.00 + $2.00 per fixture      Over 10 fixtures $150 

            Plumbing permit:  $30.00 (includes gas line, sewer line, water line replacement and pools) 

            Sewer tap:  $65.00

            Sprinkler:  $50.00 

            Dig fee:  $50 dirt, asphalt and concrete $100 min. plus $3 a square foot

For roof permits:  Cost is $25.  At this time shingles cannot be taken to the Dalhart Landfill.  Amarillo's landfill is accepting them.  Please see Roofs tab above for regulations regarding roofing.

For carport permits:  Cost is $30.  See Carports tab above for regulations regarding carports.

For fence permits:  Cost is $25.  See Fences tab above for regulations regarding fences.

For roof permits:  Cost is $25. 

Disposal:  At this time shingles cannot be taken to the Dalhart Landfill.  Amarillo's landfill is accepting them.  It is illegal to place shingles in a city dumpster!

For fence permits:  Cost is $25.  Fences must be placed on or inside your property line.  Below are the regulations for fences in the City of Dalhart.

         ARTICLE XVI.  FENCES AND WALLS

Sec. 17-90.  Applicability.  In any residential district or within ten (10) feet of the boundary of a residential district where a wall, fence, or screening separation is erected, the standards in this Article for height, location, and design shall be required.

Sec. 17-91.  Height and location.

            (a)        A fence or wall erected on the property line, or within ten (10) feet of the property line and generally parallel thereto, and located to the rear of the minimum front yard line as determined by the provisions of Sec. 17- 27, Front Yards, shall not exceed eight (8) feet in height above grade.

            (b)        A fence or wall erected on the property line and located within the minimum front yard as determined by the provisions of Sec. 17-27, Front Yards, shall not exceed four (4) feet in height above grade, except on a corner lot, the four (4) foot maximum fence height shall apply to the front yard along the property line of least dimension and to that portion of the front yard within ten (10) feet of the property line of greatest dimension.

(c) No fence, wall, screen or other visual barrier shall be so located or placed that it obstructs the vision of a motor vehicle driver approaching any street, alley or drive intersection.

Sec. 17-92.  Screening walls or visual barriers.

(a) Screening walls or visual barriers required under the provisions of this Chapter shall be constructed of masonry or of a permanent and substantial type wall or fence material, supported by a frame or base constructed of concrete, metal, or other substantial material and not readily subject to damage by operations within the enclosure or by the effects of winds or other weather elements.  Such wall or barrier shall be maintained in good repair and shall not contain openings constituting more than forty (40) square inches in each one (1) square foot of wall or fence surface, and the surface of such wall or fence shall constitute a visual barrier.  All walls or fences shall not be less than six (6) feet in height and all openings in such walls or fences, shall be equipped with gates equal in height and screening characteristics to the wall or fence and shall be closed and securely latched at all times except during business hours.  In lieu of a screening wall or fence, a landscaped strip containing a solid planting or hedge not less than six (6) feet in height, which planting shall be maintained in a healthy growing condition and constituting a visual barrier, may be used with approval of the Building Inspector.

(b) Screening and landscaping strips with adjacent vehicle parking shall be protected from vehicle wheels by a bumper rail or wheel barrier.

(c) Stored materials or commodities shall not be stacked so as to exceed the height of the screening fence, wall or visual barrier, and such materials or commodities shall not be placed outside the fence, wall, or visual barrier.

(d) Screening walls or visual barriers shall be placed along all portions of any affected premises which abut any paved public street (with or without curb and gutter) and extend along the first one hundred fifty (150) feet beyond the frontage of such premises along any side thereof, provided; however, this requirement shall not apply where any building, structure or any natural vision barrier exists which effectively screens the portions of such premises.

Sec. 17-93.  Screening land uses other than single-family and two-family land uses.

(a) The side and rear lot lines of a land use other than a single-family or two-family land use shall be visually screened from immediately adjacent AO, R-1, R-2, R-3, MD, MH or residential PD zoning districts when the district boundary line is on an alley, easement, or common lot line.  Screening shall not be required when the adjacent residentially-zoned property is developed with a non-single-family or non-two-family use.

(b) All screening of a non-single-family or non-two-family site shall be a solid visual barrier not less than six (6) feet in height and constructed of wood or masonry, or both.

(c) Where a common lot line is the zoning district boundary, the height requirement of the visual screening barrier shall comply with the development standards of the most restrictive adjacent zoning district.

(d) Where a building is erected on the site in the area of the required screening, the wall may constitute a portion of the visual screening barrier provided the wall contains no openings.

(e) No portion of a required screening wall or visual barrier shall be utilized for the placement of any sign or other advertising device.

Sec. 17-94.  Barbed wire, razor wire, and electrical fencing.

(a) Barbed wire or razor wire may not be used on fencing except under the following circumstances:

(1)   Security fencing for non-residential uses in Commercial or Industrial zoning districts where the barbed wire shall be five (5) feet or more above ground level.

(2)   Security fencing for a site operated by a local, State or federal government agency or a franchised utility company where the barbed wire is five (5) feet or more above ground level.

(b)        Electrical fences shall be installed in accordance with the Electrical Code as adopted by the City of Dalhart.

 

For carport permits:  Cost is $30.

Setbacks:  For most residential properties the required setbacks are as follows:  There must be 10 feet of space between any structures and the back property line at the alley.   There must be 5 feet of space between any structures and the property line at the sides of the property.  There must be 30 feet of space between any structures and the front property line.  If the main residence is closer than 30 feet, the front of the carport can be flush with the main residence structure.  An automatic variance may be allowed depending on your block.  Check with the Code Department for details.

Manufactured Home Site Permit: $100.00 minimum (includes sewer and electric hook up).

Manufactured homes must be approved by the Planning and Zoning Board before they can be placed in the city limits.  Zoning of the property may also need to be changed to Special Use zoning.  To apply for a change in zoning or to have a manufactured home approved, please contact the Code Department at 806-244-5511 Ext. 3213 or water-code@dalharttx.gov

Manufactured or Modular?

Manufactured home:  Refers to a home built entirely in a factory and covers single or multi-section homes, including transportation to and from your site as well as installation.  Must meet the following federal regulations.  Design and construction, Strength and durability, Transportability, Fire resistance, Energy Efficiency, and Quality. 

Modular home:  A home built to state, local or regional codes where the home will be located.  Includes system-built homes transported and installed on-site.  Does not require a manufactured home permit.  Built on a permanent foundation.

Mobile home:  Refers to homes built before June 15, 1976, when federal codes from the Department of Housing and Urban Development (HUD) took effect.  Previously, standards and codes were voluntary.  Homes built meet or exceed all local, municipal or federal codes.

A remodel permit must be obtained if the project requires a wall to be opened, or when plumbing and/or electrical are exposed.  A remodel permit is not required for painting.  A remodel permit is $30.  If plumbing and/or electrical work is being done, those are separate permits and must be acquired by the licensed plumber or electrician doing the work if the house is NOT your homestead.  If the house IS your homestead, you may acquire the permits yourself and do the work yourself, but it still needs to be inspected.
